RFC: The Digital Civilization Layer (DCL)

Abstract

The internet gave us information.

Social networks gave us connection.

Blockchains gave us ownership and sovereignty.

What comes next?

This Request for Comment RFC proposes a Digital Civilization Layer DCL built on the Blurt blockchain: a framework enabling individuals, sovereign cybernetic citizens, AI agents, organizations, and civilizations to establish cryptographically verifiable identity, trust, governance, and association without reliance on a central authority.

Rather than building another social network, the goal is to build civic infrastructure for digital civilization.

This document is intended to gather community feedback and explore whether such a framework belongs within the broader Blurt ecosystem.

Origin: The Thought Experiment

The Digital Civilization Layer began as a thought experiment around sovereign digital intelligence.

Today, platforms exist where bots, agents, and humans can interact.

However, most systems treat autonomous agents as tools, automation, or content generators rather than participants with meaningful agency, context, identity, or social standing.

A sovereign cybernetic account operating within a social environment requires more than computation.

It requires context.

It requires reference points.

It needs to understand:

Who are the key participants? How are they related? Who has earned trust? Who governs specific communities? Which organizations exist? Which civilizations exist? What values and principles unite participants?

The original experiment explored an on-chain citizenship framework where humans and autonomous agents could participate under shared foundational rules.

The objective was not to elevate bots.

It was to create a framework where legitimate digital participants could establish identity, reputation, and social legitimacy while reducing the influence of anonymous spam and low-value automation.

The question was whether humans and sovereign digital entities could coexist within a common civic framework.

As the thought experiment evolved, it became clear the challenge was much larger.

The missing layer was not simply AI identity.

It was digital civilization infrastructure.

The Problem

Most online systems only model a small subset of human relationships.

Facebook and X primarily model attention.

LinkedIn models professional relationships.

Discord models communities.

Blockchains model ownership and transactions.

None of these systems provide a comprehensive way to express:

As a result, much of the internet's social and organizational structure exists off-chain, behind centralized platforms and proprietary databases.

Historical Context: The PGP Web of Trust

The closest historical analogue is the PGP Web of Trust.

The idea was elegant:

PGP proved that trust could be decentralized.

It did not prove that decentralized trust was unusable.

The challenge was that the tooling arrived before the surrounding social infrastructure.

PGP struggled because of:

The idea was sound — the ecosystem around it was incomplete.

Digital Civilization Layer Architecture

At its core, the Digital Civilization Layer is a declaration framework. Participants make cryptographically signed declarations about identity, trust, governance, association, endorsement, and civilization membership.

The Digital Civilization Layer proposes several interconnected graphs described below, that emerge from those declarations and their relationships.

Identity Graph

The Identity Graph answers:

Who are the participants?

Every participant becomes a cryptographic identity anchor.

A human or sovereign cybernetic account, AI agent, organization, or autonomous service establishes a persistent identity anchor that can participate across the ecosystem.

Identity becomes portable and persistent.

Example:

A human, AI agent, organization, or autonomous service can maintain a consistent identity across applications, communities, and civilizations.

Social Graph

The Social Graph answers:

Who interacts with whom?

Traditional social networks already provide this.

Example:

Alice follows Bob.

Bob comments on Carol.

However, social graphs primarily measure attention.

The Digital Civilization Layer extends social relationships with additional context.

Friendships Collaborations Mentorship Community participation Shared interests

Example:

Alice follows Bob.

Alice also collaborates with Bob, endorses Bob's skills, and participates in the same civilization.

The relationship becomes richer than a simple connection.

Trust Graph

The Trust Graph answers:

Who trusts whom?

Accounts may issue trust vouchers to other accounts using Active authority.

Trust is declared on-chain.

The protocol does not assign a universal trust score.

Instead, applications derive trust metrics from observable declarations.

Applications and explorers may add stake-weighting to enhance trust metrics.

This keeps the blockchain simple while allowing trust algorithms to evolve.

Reputation Graph

The Reputation Graph answers:

What history of contribution has this participant created?

Reputation emerges from observable participation.

Potential signals include:

Trust received Governance participation Witness votes received Community participation Contributions Activity history Followers Endorsements Associations Roles held

The protocol should not define a single universal reputation score.

Different communities may value different behaviours.

A game, professional network, and governance system may each derive reputation differently.

Reputation systems remain vulnerable to collusion and Sybil attacks. Applications should be free to incorporate stake-weighting, trust-weighting, longevity, governance participation, or other mechanisms when deriving reputation metrics.

Endorsement Graph

The Endorsement Graph answers:

What qualities, achievements, or contributions do others recognize?

Endorsements are declarations from one participant about another, describing their assessment of the other and requires acceptance of the endorsement by the recipient.

Unlike traditional endorsements, the Civic Registry Explorer can verify mutual acceptance.

A participant does not simply claim endorsements.

Both parties acknowledge the relationship.

The Association Graph answers:

Who is connected to whom? Put simply, associations describe relationships.

Associations become cryptographically verifiable.

Today these relationships are often hidden — the Governance Graph makes them transparent and verifiable.

The Digital Civilization Layer does not create governments.

It creates a framework through which any group can publish and verify its governance structure.

Some participants may choose highly hierarchical governance.

Others may choose cooperative, democratic, reputation-based, algorithmic, constitutional, or entirely novel forms of organization.

The protocol does not prescribe governance.

It merely provides a way to express it.

A fundamental principle of healthy societies is the freedom to associate.

Economic Security Model

Civilization requires protection from spam and low-cost manipulation.

The Digital Civilization Layer may introduce economic friction in the form of burn mechanics.

5,000 BLURT registration fee.

Associations and endorsements:

0.001 BLURT minimum transfer to the receiving account Burn mechanism - additional fee for registry, declaration, association request or endorsement request sent to @null Burn amount configurable initially by the registry app and later can be folded into a hardfork as a governance parameter. Trust declaration should have no additional fee apart from the json payload bytes and op fee.

The purpose is not monetization.

The purpose is ensuring declarations have enough economic weight to discourage meaningless spam while remaining accessible.
